PRINCIPALS at a Glance
David E. Criser,
P.E., President and Civil Engineer, has over 25 years experience delivering
civil engineering and project management services to the surrounding areas. His
capabilities include, design of new sites, and sites that include redevelopment
and rehabilitation. He has also completed numerous stormwater projects along
with site specific designs.
Mr. Criser's resume also consists of sewer system projects; water treatment
plant designs; modifications and improvements; lift stations; sanitary sewer
projects; road relocations and extensions; road repairs and resurfacing; and
project management and construction administration.
Jeffrey R.
Troutman, P.E., Vice President and Structural Engineer, has provided
structural, coastal, and marine engineering and construction
observation/administration since 1989. He is responsible for planning and
complete design plans, specifications, cost estimates, bid documents, special
inspections, and
construction administration for a variety of projects and facilities.
In addition to
structural engineering projects, Mr. Troutman also provides experience in
residential, private, and commercial coastal and marine engineering design
projects involving beach renourishment, beach access structures, dredging,
bulkheads, marina, dock and pier design, and breasting/mooring structures,
including preparation and application of CAMA and other pertinent permits.
Additionally, Mr. Troutman provides structural condition assessment inspections
and forensic investigation services and reports.
Jeffrey M. Tanner,
P.E., Vice President and Structural Engineer, has 15 years experience providing
structural engineering services for a variety of projects in the
commercial/institutional and industrial markets. Commercial projects range from
office buildings, schools, and detention centers. Mr. Tanner's industrial
experience includes projects for the pulp and paper, pharmaceutical, chemical,
and manufacturing industries. He provides design and analysis services for new
construction, as well as retrofitting existing facilities to allow for
installation of new equipment and construction.
In addition, Mr.
Tanner performs structural assessments to verify existing conditions for
buildings, equipment platforms, mezzanines, foundations, and other structural
systems. In accordance with Chapter 17 of the 2000 International Building Code,
Mr. Tanner also provides special inspections including special inspection matrix
development, actual on site inspections, and production of weekly and monthly
reports to local building officials.
PROJECT MANAGERS at a Glance
Roy T. Barker, P.E.,
Structural Engineer and Raleigh Office Manager. With over 16 years in the
industry providing structural engineering services for a variety of projects in
the manufacturing, microelectronics, pharmaceutical, and chemical industries,
Mr. Barker has extensive experience working in both design-bid-build and
design-build arrangements. Besides leading the structural design effort, Mr.
Barker is also responsible for the preparation of project design criteria and
scopes of work, development of engineering budgets and specifications, and the
coordination of design drawing production.
Charles E. Davis, P.E., Structural/Coastal/Marine Engineer, has
over 47 years experience and has been involved in the practice of coastal and marine engineering. He currently
serves as Project Manager specializing in general civil, structural, coastal,
and harbor facilities. He has experience as project manager or project engineer
on numerous major projects in the structural, coastal, general civil, and bulk
and oil industries, including the environmental approaches associated with each.
Mark T. Arcuri,
P.E., Civil Engineer, has experience in civil site and coastal engineering,
including construction observation. His responsibilities include
marketing, project management, engineering reports, performing analysis,
computer modeling, cost estimates, construction plans and specifications,
construction contracts, shop drawing review, construction submittals, and
coordinating permits.
Mark F. Weiss,
P.E., serves as project manager and has experience in structural, marine,
coastal, and civil engineering including construction observation. His
responsibilities include performing analysis, generating computer models and
assisting in development of design specifications, construction documents and
the review of shop drawings and construction submittals for a variety of clients
and facilities.
